Create a Table that Shows Sidewalk Connectivity Between Blocks

I have a shapefile of a sidewalk network that has many gaps. The sidewalk network is linked to census block centroids. How do I create a table that indicates whether each block is connected with every other block using 1s (connected) and 0s (not connected)?
