ArcScene View Settings not working after ArcGIS Pro installed? [on hold]

I have upgraded to Desktop Advanced 10.3 and View Settings is not working in my lab on computers that have also installed ArcGIS Pro.

I have removed ArcGIS Pro but View Settings is still not working.
