Creating WMS Tile images on server Programatically

I am using WMS services on client side applications, OpenLeyers. I am adding Tile service for base map, WMS service for road ways, cities etc. Javascript app is creating a view of services.

Can I create part of view this map on server side as programatically. For example I will select an extent of map and create an image (png,jpg) of that map(layers). Can I do this with c#, java or php?

I want to use this view on my PDF, Word reports. This is so important for me.
