How can I use point layer as an impedance in Network Analyst?

I want to use traffic lights as an impedance for travel time in network analyst. The lights located in the intersections . I have to use multi-modal network based on this question How can I create dynamic traffic light time in my network? For example I want to change the time of traffic light and use it in network analyst without rebuild network dataset.
