Problem with decimal speeds to calculate travel time in Network Analyst

I'm using customized travel time service for network analysis. I get speed of the segments in decimal (ex: 54.3 km). I want to use the decimal numbers to calculate travel time. the default of traffic providers only use integer numbers not decimals. How can i use decimal number to calculate travel time? Is it possible to change config for decimal numbers in network analyst configs?
