is it possible to create gis web application that can clip raster images using vector layer shapefile?

I need to create a web application that can navigate through the world or even single country and let the user draw or upload polygon shapefile to clip raster data according to that drawn or uploaded polygon. what are the needed open source technologies to achieve such task "WCS" and how can i upload the raster data store that the user will download from
