Apply Symbology to Layer - interval values are incorrect


I am creating Data Driven Pages that will ideally create a new legend with graduated colors that are specific to each county. I have created a model builder tool that clips a continuous polygon field by individual counties and only displays the legend that is specific to the data frame. I then use the tool, "Apply Symbology from Layer" (Natural Breaks) to each county's individual layer, the problem is that the individual county layers have incorrect value labels. Although the input symbology is shown correctly, these settings do not apply to the created layers. I have tried to check and uncheck "Number of decimal places", "Show thousands separators", "Pad with Zeros", and "Show class ranges using feature values" in the input symbology layer, but these settings never apply to the created, individual layers.


The only way for these layers to show the correct interval values is for me to go into the properties of each individual county layer and toggle the "Show class ranges using feature values" (or other label settings) and then press okay. I want to automate the process of creating the symbology, so this extra step is undesirable.
