Boundary sharing line featureclassess

I my data I have to remove some of line featureclasses, which are sharing boundaries with two sates, New York and Philadelphia I have to remove all data of Philadelphia but some feature classes are crossed border and fall in New York, how can I remove those line featureclasses which falling under Philadelphia but sharing boundary with New York.
