Import geometry files without a DBF

I would like to import the files found at http://ift.tt/XR9v4V (specifically, the data files in http://ift.tt/1xvrT4E). I tried shp2pgsql, but it errors because there's no DBF file. Can I create a DBF file from one or more of the other files? What's the most effective way to import that specific dataset?
